Is it considered heresy if you believe that every believer will speak in a tongue when the Holy Spirit comes upon them?

That's what it says in his Statement of Faith.

Baptism in the Holy Spirit
The Baptism in the Holy Spirit is a gift from God as promised by the Lord Jesus Christ to those who are believers. In this dispensation, it is received subsequent to the new birth. This experience is accompanied by the evidence of speaking in other tongues as the Holy Spirit Himself gives utterance. The Holy Spirit baptism is the empowerment to live a godly life through surrender to Christ

That's classical pentecostalism. It's mistaken opinion, but I don't think it's sending anyone to hell to believe it.... it can migrate into systemic error when folk start looking more toward their 'works' and outward actions if too much emphasis is put on it.

When it says 'accompany' there it means it in the supplemental sense, not in the sense of coexisting..and I have audio straight from Boone speaking on that..

I understand. :) Classical Pentecostalism teaches that this is the 'second blessing'. There was a lot of this teaching going on in the late 1800's among Methodists, so it's nothing really too new. It grew out of Wesley's teaching on whole life sanctification. In the 1900's, it just became THE sign that person was converted (again, in classical pentecostalism)....speaking in tongues and whole life sanctification. Some pentecostals now debate that as THE sign....and I think it's primarily from being around more charismatics (and there is a difference).
